How to remember this:

EASTerners are ODD  (Appologies to those of you who live in the east but this will help you remember it:)

WESTerners are EVEN keeled.

Then just add 500′ and you got it.  This only applies if you are flying VFR above 3000′ AGL and below 18,000′ MSL (Excludes class A airspace, since you are required to be on an IFR flight plan in class A).

For Sport Pilots it only applies up to 10,000′ MSL since we are restricted to below that altitude by FAR 61.315
